In light of so many parents asking if its OK to read their teen’s diary, I’m considering writing an encrypted digital diary system. Are any teens interested?

Your new thought is not really new and has already been executed.
As for the implementation of it, first of all, advertisement and self-promotion are frowned upon here (on Quora).
Second, when you start gathering the needed items – from storage to other costs (or electricity alone to maintain those servers) and even to legal issues (yes, you can expect lawsuits) plus compliance with the applicable laws and regulations.
Here, you need to think about just what kind of information are you willing to store – and what do you do when your service is used to abuse laws such as copyright (copies of books, for example) or conducting industrial espionage (it’s safe and encrypted, right?) or some descriptions of crimes (let’s say it’s a crime against minors).
What do you do then and where do you draw a line? And can you hire an attorney and an IP expert to keep you out of trouble? And how will you respond to government subpoenas when they arrive?
Safe and secure and encrypted storage attracts not just teens who are afraid that the matters of their heart become known but also by criminal elements – who can Google you and your location in a moment….
And then what do you do?

A quick Google search will show you that encrypted digital diaries already exist in numerous formats.
There are desktop applications, mobile applications, and web applications.
I used to work for a product development company, and I can't tell you how many times someone came to us with a “brilliant new idea” that I found an equivalent of by Googling for a minute.
Searching for existing solutions should be one of the first things you do.
